what is the different between these two attributes

Hyper attribute is broken and needs to be fixed (IIRC) so use speshul.

The only difference is special torpedo tree gives you more ability, use that one.
Hyper and Special trees were planned for giving IJN more torp variety but that idea of developing that was abandoned mainly due to the panic the torpedoes caused in the early begining of the game and as far as i know it was never re-taken.
