Saw a lot of threads about the ability cap of gunner, repair, and  engine. It seems there are few discussions about the cap for the ability of pilots. Any idea about it?

Instead of there being a cap like repair, where there is a point at which you may as well stop improving your sailors, fighters don't appear to have an actual limit to their ability (or at least if they do it is absurdly high or even unreachable) meaning that fighters are only restricted by the most TA they are physically capable of reaching, which varies by nation.
