World at War room - can not start if less than 20 players in the room

Hello,today I hosted World at War room. I had 16 players in the room. Every time when I tried to start the game I got message that "14 players is required". Even htere were 16, 18. Was only able to start when we got 20.After the battle nobody gained any experience.Please advise!
