Your fleet must have 30 members.
You must have 8 Million credits in the fleet bank to declare.Declarations are from Monday to Maintainance on Wednesday.Assaults are on Saturday (Depending on Time zone, Friday or Sunday)
All HA fleets currently have at least 25 Tier 6 ships. Realisticly, HA Ready fleets can run at least 1, entirely BB6/CV6/SS5 room.
You don't need smoke. Its not as spammed as it used to be.
You don't need special sailors as unless your facing a horrible fleet (None of the current harbor holders being so) You will need the plane space for fighters, eliminating Paratroopers from most fleets.And you will need the extra BBs so running APAs in a harbor tile will be unrealistic.
Harbor can be taken by: Paratroopers (Slow planes), APA (Slow weak CL) or Shell Damage.Production (Gives you rentals and sets the tax rate) is lost if you damage the harbor via shells, the other two save production but are very hard to take a harbor and save the production.

[/QUOTE]The APA is a CL that is level 30, you go from a DD straight to this ship and then the shipline ends there. They can be used to win a tile if you get the ship to sail to their side and run off the map for attackers (run the APA off of the west side of the map). The planes that drop paratroopers take up very very large amounts of space, are overall very slow and they are louder than other planes. Like normpearii said you don't want to use APAs or paratroopers on the harbor tile unless you are very confident in your fleet member's skill that you can get to the harbor with less capital ships than the other team, and still protect the APAs as well.
