Cannot start the game from steam

After i install the game in steam and click "start game"it will open a folder("C://document") instead of running the gamei need to go to  C:\Program Files (x86)\Steam\steamapps\common\Navyfieldand using the  FleetMissionLauncherUS to start the gameanyone knows why?
